Ukrainian President Volodymyr Zelensky Asserts Absence of Definitive Security Pledge from Partner Nations

President Zelensky has stated that Ukraine's partners in Europe have not given him sound guarantees that they will defend Ukraine in the case of a fresh offensive by Russia.

"I am asking this very question to all our partners and I have not received a definitive and straightforward response yet," he stated to the press on midweek.

These remarks follow a day after the UK and France signed a statement of purpose on stationing forces in Ukraine if a peace deal to end the war with Russia is finalized.

However, comprehensive defense assurances have yet to be solidified. The US, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a pledge at talks in Paris on Tuesday.

Details of the Paris Talks

Following the negotiations in Paris, which involved some three dozen nations that form the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron later said a significant number of soldiers may be deployed.

Allies proposed that the United States would take the lead in monitoring a truce. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are still being discussed.

The Russian government has not yet commented on the declaration made in the French capital.

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in the early months of 2022, and Moscow currently controls about 20% of Ukraine's land.

Zelensky's Shifting Tone

Sir Keir described the bilateral declaration as "an essential component of our commitment to stand with Ukraine for the foreseeable future".

He continued: "It paves the way for the legal framework under which allied military personnel could function on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's military for the future."

Zelensky hailed that accord as a "huge step forward".

A day later, however, he appeared less optimistic.

"I see the will, the political will, and that the allies are prepared, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when asked if European countries would come to Ukraine's aid.

"But as long as we don't have such binding security pacts - formally ratified, endorsed by legislatures, supported by the United States Congress - this crucial issue remains unresolved. And even if they do, you still have to rely first and foremost on your own strength."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also notable owing to the presence of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

Witkoff said the participating countries "mostly completed" their work on agreeing security protocols.

Recently, the President indicated a peace deal was "90% ready".

Territorial concessions and security guarantees have been at the forefront of outstanding matters for negotiators.

The Russian leader has consistently stated that Ukraine's military must pull back from the entirety of the Donbas region or Russia will seize it, rejecting any compromise over how to end the war.

Zelensky has so far ruled out ceding any territory, but has suggested that Ukraine could withdraw its troops to an established line - but provided that Russia reciprocated the action.

Moscow now holds about 75% of the Donetsk region, and some 99% of the adjacent Luhansk region. The two regions constitute the Donbas industrial heartland.

It has been intensifying attacks against Ukrainian cities - with a focus on power facilities. Moscow is also achieving incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with drones, albeit with more limited success.
