UN Security Council Approves Donald Trump's Gaza Strip Initiative
The global body has voted to endorse a plan put forward by the US president for achieving a durable ceasefire in the Gaza Strip, featuring the introduction of an multinational security unit and a eventual avenue to a sovereign Palestinian state.
Broad Backing with Notable Absent Votes
The resolution was passed by a tally of 13-0, with Russia and China declining to cast votes. Washington's diplomat the US ambassador told the council chamber that it mapped “a fresh direction in the region for both sides and all the inhabitants of the area alike”.
Balanced Wording on Independence
Addition of mentions to an self-governing Palestine was the trade-off the US agreed to for backing from the Arab states, who are likely to provide security forces for the multinational unit.
“Interim measures that we begin today must be carried out in accordance with global standards and honoring Palestinian rights,” the UK chargé d’affaires affirmed.
Government Opposition Persists
Nevertheless, on the brink of the council decision, PM Benjamin Netanyahu reiterated his administration's firm resistance to the formation of a sovereign Palestine, casting doubt on whether the Israeli government will accept the implementation of the UN-mandated proposals.
Key Provisions of the Measure
- Swift elimination of ongoing restrictions on assistance into the territory
- Creation of an global security force
- Moves towards restoration and a potential “pathway to Palestinian self-determination and nationhood”
Ambiguous Wording and Requirements
The reference to sovereignty was a balanced insertion to an initial US draft which excluded it. But the phrasing is ambiguous and contingent, declaring only that once the Palestinian leadership has undergone changes and the restoration of the strip is progressing, “the circumstances may ultimately be in place for a credible pathway to Palestinian self-determination and sovereignty.”
Global Reaction
The language did not meet of the strong guarantee to the creation of a sovereign Palestine alongside Israel sought by Arab countries, as well as European delegates, but in addresses to the chamber after the vote, delegates from those states said they were prepared to accept the agreement in the service of prolonging the present ceasefire and swift steps to assist and secure the over two million Palestinians in the strip.
“We has finally decided to endorse of this document, a resolution that we support its core objective, namely the maintenance of the truce and the establishment of situations permitting the Palestinian people to claim their fundamental rights to self-determination and sovereignty,” Algeria's representative declared.
Implementation Challenges
The resolution gives general supervisory power to a “stabilisation committee” headed by Trump, but of undefined composition. The group has to inform the United Nations but it is not required to follow the preferences of the UN or by the PA.
Additionally, it requires the creation of a expert Palestinian panel that is supposed to run daily administration of the territory and the delivery of services, but it is quite ambiguous who would participate.
Peacekeeping Unit Authority
The mission of the ISF empowers it to remove and dissolve armed groups in Gaza, but it is far from clear that would-be troop contributors would be willing to engage such organizations. Not a single nation has to date committed itself to dispatching troops.
Moreover the requirements for reform of the Palestinian Authority, the precondition towards steps to Palestinian statehood, have been hazy.
European officials said they viewed it as pressing that the names of the Palestinian technocratic committee to deliver services was agreed as without delay.
